Do these work well for cutting stainless steel ladder cable ties?

Just know that these are very small. Only for small jobs. I did keep mine but I had to get a larger size. I do not know how big cable ties are.

Does it reopen itself after it cuts?

Yes， it come with a self-open spring.

What I wanted was a cut flush with the cutting edge. What I got was a cut that is diagonoal with the cutting edge. It made me unhappy.

Can i cut memory wires with these?

I had to look up memory wire because I had never heard of it before. The information I found suggests these pliers will not work well for cutting memory wire. Memory wire is 'tempered' and extremely strong, strong enough to deform the cutting edges of these pliers. These are small light weight pliers for cutting things like chicken wire. Just my 2 cents.
