Hello, yes, it has the spring inside, the lock could keep it in different status, locking or unlocking. Have a nice day.

Q: Is the spring also made of stainless steel? Because I've had tongs where the spring and surrounding parts inside started to rust.

I don't think so, as stainless steel, isn't spring steel. I will say these are great! they have a very clever locking mechanism that has actually made them my favorite I've ever had of this type of cooking utensil. Good luck.
