I am looking for a s video cable for my old sony dvr trv 460 camcorder that can transmit both video and audio to my tv. can anyone assist?

I don't think this will work. The Sony's have a special port on the camera for AV out. See if the port on your camera matches this cable from amazon. https://www.amazon.com/WYMECT-TV-Out-VMC-15FS-Handycam-Camcorder/dp/B07L856JSW/ref=asc_df_B07L856JSW/?tag=hyprod-20&linkCode=df0&hvadid=459618435588&hvpos=&hvnetw=g&hvrand=4754417305803751531&hvpone=&hvptwo=&hvqmt=&hvdev=c&hvdvcmdl=&hvlocint=&hvlocphy=9016854&hvtargid=pla-943437758859&psc=1

Will this work with a philips hard storage drive model #spd5300cc/96b?

Sorry, but I don't know the answer. Good luck. No more than what it cost and the ease it is to return, you could give it a try.

Will it fit my old sony camcorder? ccd- trv68? thank u.

Yes IF it has an "S" Video port on it.

Acceptable formats for converting..ntsc,pal,secam?

Depends on where in the world you are. NTSC for USA. PAL for just about everywhere else.
