Will other brand replacement blades (xacto or otherwise) fit in this handle?

Yes, I highly recommend buying a 20 pack of standard #11 Xacto branded blades (in the same purchase). The Xacto blades will fit The Handle, The slots in the case and the 20 pack itself will also fit nicely in space next to the "grindstone" (upper left in images) The #11 blades (the common one) in the 'set' are longer and end at a sharper tip than standard #11 Xacto blades. This make MUCH weaker than the standard #11 Xacto blade. Like others have said the Value is the Case, not the blades.

Is the sharpening stone a wet stone?

No it comes dry. You can certainly use it with water, oil or even spit. Why would you? The blades are easily replaceable and cheap. Even with an excellent stone, this isn't one, you're not likely to sharpen a blade as well as factory fresh. The first thing I did with my kit was toss the stone in a junk box.

How do you get new blades when they need replacing?

All the Blade shapes in the set are Numbered, and the number is the X-Acto blade shape its a copy of. #11 is the 'Standard'/'Classic' shape and likely what you will use the most of. A simple search here on Amazon will find you packs of 20,40,100, etc of a single blade number. I recommend buying name brand X-acto blades but its up to you.

What is the actual part that holds the blade made out of? Aluminum or steel?

I believe its aluminum, however its thick and very sturdey easy to load blades will add pictures.
