Yes, all audio will be directed to the paired device if have them turned on. However, only one device will be active at the same time.

You adjust the volume by taping on the earbuds.

If using these with bluetooth on my tv can other hear the tv watching with me?

If you connect the hearing aids to the TV via Bluetooth, the speaker of the TV won't make any sound. However, even if you don't use Bluetooth, the hearing aids can still help TV watching from a distance.
