Is this metallic paint?

It has a metallic finish. But expect to use an extra layer of paint if you're painting over it with a light color.

Will this work as a touch-up for a preprimed model?

I’d recommend going very light putting this over pre-primed figures. It can go on a little thicker than other sprays. Shake really well and spray at arm’s length.

Is this the same shade as games workshops leadbelcher?

its is pretty close but not an exact match

Do the metallic primers usually cause issues with coverage? I have the silver primer, the first model i sprayed has this slippery finish

It does have a glossy finish, I found that dry brushing another dark metallic paint on top of it worked. Worst case scenario, you could also go over it with a matte varnish to flatten it a bit.
