Can i add to the top of this? To make it more than 18 Inches, & expand it to 36 inches of height?

EZwhelp does not have a "stack" model for the EZclassic Whelping Boxes; however, there are ways that it can be stacked if you wish to do so for medium size dog breeds.

PLEASE NOTE: It is not advisable to stack the EZclassic Whelping Box Panels if you have large, heavy dogs. Increased height will provide additional leverage and could result in tipping a box over.

A few of our customers have purchased 2 sets of the boxes to make and stack (36" height") whelping area. To connect the bottom panels and the top panels, they use a 3/4" wooden dowel rod (35.5" length) in each of the post panel connectors. The 3/4" wooden dowel rod fits in the same channels that the panels do and the customers use them in one of the unsused channels of each post panel connector.

What size would be good for a French bulldog that is 27 pounds

Thanks for reaching out with the question. Happy to help out.  
The best thing to do is measure your female while she is laying down, stretched out, as if nursing. Measure from nose to rear end and add 8" (to account for the rails.) That measurement shows the minimum size whelping box that you need.

With your french bulldog being a little bit on the larger end, you may find that the 48x48 whelping box is going to work best for you.  It is plenty large enought and will possibly even have space for you to be in the box with her during the whelping.  The medium size, 38x38, generally works well for most french bulldogs but does not allow much by way of extra space (it's more cozy.)

What size washable pee pad should i purchase to go with the 38x38 box? i know it comes with one. i need to purchase another. i dont see a 38x38 availa

Great question. The 38x38 EZclassic Whelping Box uses a 39 inche x 39 inch pad. Those are available here. 
For the smaller 28x28 box, the 29 inch by 29 inch pad. And the larger 48x48 inche box, we use the 50 inch by 50 inch pad.
