Yup! But give turtle enough space in so that if turtle feels too hot it'll move on it's own. Turtle can't tell you that it's too hot.

Can we use poly house for maintain 45 degree range ?

Get an all weather AC or microwave if you're looking for something to maintain temperature automatically, you'll have to have a thermostat and connect that to on-off plug somehow to maintain a temperature and even then it all depends on outside temperature, insulation and all things.

Is this heat 150 sqft room with this bulb

In electrical heating devices there's 100% efficiency in heating, meaning a 1000w computer working at full speed will give same heat as a 1000w room heater. What differs is how you get heat, in case of this lamp you get heat like how sun heats you, heat rays, in blower you get warm air, in typical heater you get short range heat radiation, so for 150ft room it all depends on where your ceiling is, where you want the heat and what angle you're keeping the bulb at, always remember to keep ceramic holder for it.

While using this bulb can it hurts to the eyes bcoz infrared light will hurt to the eyes

Don't look into the bulb and you'll be okay, infrared is heat waves, you can't see infrared.

Quality

Every time we buy the bulbs some problem is there last year the glass portion was loose & this time 1 bulb on being lit exploded . We are sure if these things are supplied by Philips directly no problem would be there
