What percentage vitamin c is this?

The vitamin C is the second ingredient, so it is likely around 10%. Hyalauronic acid is usually 1-2% which is the 3rd ingredient, so I would guess it is somewhere between 10 -2 % at least.

I find that that this product lightens my spot but I also realize that I'm getting pimples while using this product. Is this product noncomedogenic?

All DERMA E items are non-comedogenic. The products are also vegan, cruelty free, gluten free and we use non gmo ingredients. In order to help reduce blemish breakouts be sure to use a scrub or mask one to two times per week which will help to get rid of dead skin cells and renew and refresh the skin.

What percentage of sodium ascorbyl phosphate is this? I read it needs to be at least 5% to be effective.

My understanding is that there is 15% of vitamin C.
