I wouldn’t recommend painting it, but I’m sure you can. It just might chip if it starts to peel anywhere. I personally haven’t had any peeling issues.

Wouldn’t recommend painting over it as it can chip if the paper starts to peel but other than that, I’m sure you could paint it
