Will this help block noise from next door neighbours?

No. To do that you need to do a proper job. I did it many years ago on a house with poor sound insulation. I used a company call Trimm acoustics. You batten out the wall with 2" x 2" timber, fill the gaps with Rockwall insulation and then apply the special panels. They have a thin concrete type suface with a bitumen backing. Expensive but it really works. The tile we are talking about are just compressed felt pin boards. You even get the pins with them!

Can you wallpaper over these panels?

Not suitable as the edges are beveled.

I haven't tried but I don't think it would be an easy job to make it look good. Something oil based perhaps or you could spray seal first. I suspect the pads would be fairly absorbent.
