Does this come with the instruction video as shown in the photo ?

I'm 6'2" and 200lb...but I'm now 63yo and significantly less robust than several years ago. I keep this in my 'glove compartment.I slip it into my pants pocket or jacket pocket when I going into a more risky setting. Mostly, for the feeling of comfort and security of having some influence if a violent situation arises. The question does apply. I too ordered the instrument expecting a CD to accompany it, but when the item arrived there was NO accompanying CD of instruction. But I was still pleased with the item and kept the 'pen' part. I did want the CD but ....

Is this item legal to carry in California

Nothing is legal to carry in Kalifornia. (LOL). In reality, it is a PEN/Marker. There are no restrictions on writing devices even by the TSA ('defense' pens, can be taken aboard aircraft). There is nothing insidious, threatening, or 'special' about this writing device other than it is sturdy enough to use as an implement while defending oneself. Interestingly enough, I thought it noteworthy to mention that 'cold steel' is a knife manufacturer, and my first impression is that the 'pocket shark' was made of steel. Much to my dismay it is only thick plastic. It may be durable, but plastic doesn't do the brand 'cold steel' any favors. This was probably a profit margin and production decision I surmise...but I digress.
