From center of strap to Center and strap is around 8 1/2 inches

Will this waist bag attach to the MOLLE II ruck-sack? If not, will in come in Acceptable condition, nothing broken, and also come with waist straps?

mine came in very good to excellent condition. I have it attached to the bottom of an assault pack or it can be used as a stand-alone waist pack. The waist straps tuck into a top sleeve and are out of the way. I highly recommend you download TM 10-8465-236-10 which has illustrations and various arrangements of the MOLLE ruck sack, assault pack, web gear and the waist pack. If I am three daying it I use the assault pack and waist bag...for extended trips I attach the assault pack to the large ruck/frame. The modular idea is perfect for this.

What is the waist size?

Can go from a waist size of probably 20 for males up to 45-50 I'd say.

If I used this pack for exercisesing, how much weight could I put in it at the maximum?

As much as you can carry strong waist strap and secure storage straps have one on a brush bag packed full and takes real world abuse
