Q: What size are belt loops?

Belt loop is about 2 inches so the accepts up to maybe 1 3/4 belt. I have 1 1/2 belt in with problems.

Q: Do these have elastic waistbands?

Yes, they have two 6" elastic bands on the backside of the pants.

Q: I wear a pants size 32x32. What size should I putchase to wear over pants

I recommend large or extra large. I’m a 32 inch wast and medium fit like a small and was too tight.

Q: If I wear a size 38 waist what size would I have to order?

If you just want to wear over a base layer, get a 38" waist. If you want to wear over base-layer and trousers, go up to a 40. I actually have two pair. I sized my true waist first and it's perfectly fine covering a base layer, if you dress that way from the start. I bought a size up that stays in the Jeep in case of spur of the moment inclement weather use. Much easier to get over trousers and much more comfortable at the waist. There is not much give or play; they are true to size in my experience.
