Yes. My plugs were not damaged at all.

Can these then be planted in soil outside and deteriorate?

They can be, best if roots are extending out of it first, and if you leave a little bit of it sticking out of the soil. They won't deteriorate, rockwool is basalt rock that's been superheated and then spun like cotton candy
