Can this vinyl be used for be vevor cutting machine ?

I’ve never heard of that type of machine but it can be used for a Cricut. This vinyl is very thin and doesn’t last very long when ironed onto shirts.

Do you have to cut this in a mirror image?

Yes, all HTV that has a transfer sheet attached must be mirrored. This does have a transfer sheet so you will need to mirror it before cutting.
