Can the sensor work with Hue lights on a dusk until dawn setting, increasing the brightness when motion is detected and then returning to a soft glow?

If, as you say, you set your lamps to come on from dusk till dawn, at a soft glow, you can set the motion sensor to switch the lamps to a bright glow, on detecting motion, and then return to their previous setting, the soft glow, after a set period. Unfortunately you can’t set dawn to dusk times in the motion sensor setting, you have to set a specific time.

What's the point of the remote control. Do I have to buy it or can I just operate it via my phone

Motion sensor is to automatically switch on your light(s) when it detects movement in its line of sight. You can still switch on and off the light(s) via a phone app or a physical switch. You can also disable the motion sensor paired to your light(s) via the phone app slider action in the accessory settings if you don't want it to trigger for whatever reason.

No, it's battery powered only out of the box

Can this work to trigger an Alexa routine without the hue bridge?
