Does it come in 10” sets at 40$?

No. 10" mirrors are many hundreds. These are 114mm so about 4.5" or so

What is the thickness of the primary and secondary?

the primary mirror thickness is 14.2mm, secondary mirror thickness is 4.8mm

Will it fit a 10” reflector telescope? That’s all I want to know

It will fit and leave a lot of empty space; this is about the diameter of a DVD
