how does this dresser fair when laying out patch panels back to the pipe or for panel to panel runs in a data center?

Works very well for exposed show piece runs, but it depends in how curled your cable is off the spool or out of the box. Works better for cat5 due to the general flexibility of cat5 compared to cat6. Bundles of 24 cables are about max for best and fastest results. Once you get use to the cable comb it makes quick work of separating and organizing cables into perfectly straight runs.

Do you really need to buy 2 of them?

You don't need to buy 2 of them. I only use 1 and it works great. A little trick I figured out is to create the start your bundle. Use some electrical tape, could also ziptie it, to secure the bundle. Then start combing your cable and velco strap them tight as you move along.

Will this work on shielded cat 6?

Yes it will as long as the cable diameter is between .180" and .310".

how well does it work on fiber?

Works great on cat5- never tried it on fiber. Compare the diameter of each...,
