Cant get these to work. Does it have to be bright sunlight or can you power with a torch?

They have to have quite bright sun, the more sun you the more power they produce. A torch is not really a good source. To some degree it depends on what you are trying to power. Each cell only gives out 1.5 volts, if you require a higher voltage you can connect them together (red to black).

The panels meet with the stated specifications. The output of 1,5v @ 0,65w is correct. There is a protective film which is self adhered to the front face of the cell. That would offer a degree of protection against the ingress of water. But the reverse face of the cell has two soldered connections. One positive wire and the other a negative wire. The connections are not protected from water. Therefore the reverse face of the cell would need to be protected from water.
