It’s brand new, but it does not come with a controller, but you can be able to register your drone.

Is this eligible for dji care refresh?

Yes! You have 48 hours to register as soon as you upload the app

why do you charge more for just the drone where you can buy the whole package for less? Am I missing something here?

Replacement drone is much cheaper then entire package. Unless your buying a second hand drone from somewhere. Replacement drone is the aircraft only, brand new from the manufacturer, no batteries, no blades, no remote, no nothing. It's purpose is to be able to replace your aircraft in case of loss or damage
