Is this really stainless steel? Is it 316 stainless?

Yes, it is stainless. I am not sure what grade of stainless. Not all stainless steel is non-magnetic. Brake cables contain a little iron in order to increase the stiffness and tensile strength. The good ones are all magnetic.
