What is the mounting plate made of? Can you weld it to regular steel?

The mounting plate is made from ASTM 1045 High Carbon Steel. You can weld this plate but you will need to be careful of harmful fumes because of the zinc plating to protect from rust.

What is the total height you can adjust these casters?

Measured from the bottom of the white-colored frame, 1 and 1/8”. The wheel will then be 1/2” above the floor. Further height adjustments will cause the sssembly to fall apart; there is no provision to prevent over-adjustments.
