How's the latency for cloud gaming?

Cloud gaming has no impact on how bad or good the headphones are. As long as you have a LL Bluetooth device to stream your audio to your headphones, you will not have any delay outside of what the internet will add to anything.

Do these come with a carry case. If not what available cases will fit them

How do you stop the light from flashing?

The only flashing light is the bluetooth connection light, which shows there is a connection. If this bothers you, I suggest using a bit of black insulation tape/ duct tape over the light. You cannot turn it off.

How is the Bass for music?

It all depends on the headphone you buy and the cost you are willing to pay, Bass is subjective, but I do think these are quite adequate for the price you pay and you would have to spend at least 3 times as much to get something better.
