Does the gig bag hold the pedals in place during transport?

Yes. The Velcro is strong enough to hold the pedals in place in the board while being transported in the bag.

Are the power outlets isolated?

No, they are not. Look at one of the photos in my review of this board, https://smile.amazon.com/gp/review/R3US7VLMG6YZO8 - it shows the PCB inside. Evey power port has a capacitor next to it, that's all. I'm not sure what that implies, but I'm sure making them properly isolated would have been more complicated, and would make the board much more expensive.
