How much to use per 6 gallons of wine ?

I use 3.5 ounces for 6 gallons as described and I found it a little bit oaky ( I've used the French medium oak) and kept it in muslin bags on secondary fermentation for like 15 days. I will be adding less next time to find the sweet spot for my wine.

Could these be used to make an aged Manhattan?

I would say yes. I used my oak chips for a red/Porter ale; I first soaked the chips in whiskey for a week (4oz). I placed the chips in the secondary for 6 days & the beer picked up both the oak and the whiskey. Additionally, when I drained the chips, I sampled the whiskey & it had a wonderful oak profile.

Can you reuse them? If I add 4oz to 6 gallons of wine for three weeks, can I clean and bake them for use again later?

I've never reused the oak chips. After 3 weeks, the oak chips are totally saturated with wine and sink to the bottom of the carboy. I don't see how you could clean them.

Whats the difference betweem chips and the spirals?

There’s no difference, spirals are just longer and easy to put in bottles
