Yes, I have one laptop with Windows 11 and one without. It connects like any Bluetooth device in Settings.

I am left-handed and the answer is no. It is a right handed mouse.

Is there a way to turn off the right side button?

I don't know what you mean by button. There is no "button" on the right side. You are able to click the right top side of the mouse and clicking on the left top side of the mouse or scrolling turns the right click off.
