Does this dock come with the ac wall outlet?

Your house comes with ac wall outlets. The pertinent question is does this docking station come with an ac/dc transformer so that you don't have to use umpteen batteries?

Are this dock and the little radio itself the only things needed to use this as an outside radio at a construction site?

If the SiriusXM receiver is on the list of compatible receivers, then you will only need the receiver and this speaker dock. You can use the supplied antenna and wall plug or batteries(not included) to run the speaker dock.

I have a SIRIUSXMplus in my car which I like. I want to be able to bring it into my home. Does this unit require an antennae for home use?

You will need to buy a home kit and receiver (like the Onyx Plus) with a new sub, the car subscription is only good for the car. You have to buy a sub for each radio you activate. You can, however, get a home /portable receiver (like the Onyx) wich can be taken from the car to the house and would only require one subscription.

Can it be powered by a cigarette lighter cord

Yes, it is 12 volts just needs the mobile cord from serius or radio shack
