Does the laptop have to be "open" for this to work or can it be closed and still use the dual monitor function?

It can be closed. You just have to set your display settings properly.

Will this work with the Acer Aspire V13 laptop?

The dock is compatible with all Windows machines, assuming all hardware requirements are met. I suggest running the DisplayLink compatibility tool available at: https://support.displaylink.com/knowledgebase/articles/544297-is-my-windows-computer-compatible-with-displaylink

Can I use this to can this run an hdmi monitor and a vga monitor on an m1 MacBook

I made it work by purchasing a separate dvi to vga adapter
