Does this add horsepower

If you are increasing the diameter of you exhaust then it will add horsepower. Less restriction adds horsepower.

Will this kit fit a 64 lmpala with a 283 4 barrel

It's not a kit. It's a universal set of pipes. It'll fit anything if you know how to fabricate.

Will the work on a 99 gmc Sierra extended cab with long tube headers

Yes but this kit requires cutting and welding. It gives you enough bends to get the exhaust out the sides at least and look very nice under the vehicle if you take your time.
