can i attach this to my motherboards Type C port and still get the same effects if i have a strong enough graphics card?

I attached it to the usb3 port on my evga gtx1070 and it worked fine. I have a vr capable laptop but the adaptor would not work when I hooked it up to the laptop USB c port
