Has anyone used this pack as a carry on personal item--that is, to fit under the seat?

I’ve used it on multiple airlines as my personal item. Even with it being completely stuffed full (weeks worth of clothing, shoes, toiletries etc) it still fit with no issues

Would the bag hold a laptop

There wasn’t a laptop pocket to hold one. The bag is very lightweight and thin. I wouldn’t recommend this bag for a laptop. You would be better off looking at a Samsonite backpack which has a pocket for a laptop and is a thicker material. Hope this helps answer your question.

The bag is very thin. Much like a canvas material. I would not put a computer in it.
