Q: Is the pattern the same if it's mounted vertically or horizontally? I have a surface that's 50 h x 30 w and another that's 28 h x 46 w.

Yes, it's random enough that you can use it both vertically or horizontally. I have had mine up for over 3 years, on my kitchen door window, and it looks just as great as it did the day I put it up. It's very 'forgiving' in that if you get a wrinkle or bubble, you can lift it up and then place it down again. The trick is to make sure the window is clean, and then spray the window lightly with water (I used a spray bottle with a fine mist sprayer). I then used a squeegee and the film went right down and smoothed out just fine. It took me about 10 minutes from start to finish to cut, place, and smooth out the film. Another hint - leave about 1/8" of a margin between the window and the film for a better fit. Hope this helps!

Q: Is it waterproof? I have to put inside because it’s not textures

Yes, it is waterproof. I put some on an outside window and it holds up to rain & the elements just fine.

Q: Do we need to first wet the window and then put the film on top of it with water still on the window ? Or do we need to dry the window ?

Wet the window, apply the cling film and then smush out any bubbles. The film will stay in place after the water dries. If you are applying to an installed window I would recommend not soaking the window because the film will start sliding down a little. So spray it same amount as if you were cleaning it.
