What's the point of low conductive? It only fryers your pc a little bit?

The issue of conductivity goes beyond the obvious electrical characteristics. Those familiar with HVAC systems, plumbing, automotive, and other applications where dissimilar metals may come into direct or fluid contact are familiar with an "Alloying" effect. Electroplating is an example of this. Higher conductivity promotes the process where the easiest way to describe it would be having the radiator develop pinholes in it causing it to lead with the metal from the radiator instead becoming bonded to other parts such as the thin fins of a copper CPU or GPU head block. There was a bit of distilled water left in loop after i flushed it. Is this okay to put in?

Can u mix this with distilled water?

It's not recommended because it will dilute the important additives (such as corrosion inhibitors), and increase the electrical conductivity.

I got this all over my psu and gpu when they were off. will a residue be left once dry and is it safe to power on pc?

Dried coolant can leave a residue if not cleaned up. Any remaining coolant could cause a short under the right conditions. You should wipe off as much coolant as possible, and let the electronics air dry. Please be sure the electronics are completely dry before trying to turn your PC on.
