I had a older male plug on a extension cord, for 220 volts. It was difficult to plug it into it. They must of slightly changed the design of the new stuff. But i mad it work. Just order a plate for a 220 volt plug, you will get what's needed.

Can this receptacle be used for a L6-30P cord on a plasma cutter?

I think so. As long as your plasma cutter is 220 volts and 30 or less amps. Make sure you compare the male ends to the female holes in outlet so they match. But I believe they will. Also this outlet only has the two hots and a neutral. Three terminals, no Ground. So if you have four male ends, that require a ground, it will not work.
