Will this pass tattoo shop inspection?

No , I ordered one and when it arrived it has no door to protect the cart drawers. I myself own a tattoo shop and thought this would be great for a piercing stand so we can keep the tools underneath. I sent the health inspector a picture asking because I was curious myself he told me it could not be used on the floor where we practice it would have to be used for storage only and at that it could not store any sterols due to the inability to seal it off.

Can you get replacement parts? I need the top replaced.
