Is this a felt tip pen?

Yes they are. These pens are good. The only problem we’ve had with them is that the cap palls off when you put it on top when you are using them.

I would be buying these 20 20 pens for my low vision daughter. Do they stain hands and clothing?

my legally blind husband used to use 2020 pens constantly, but now they are so hard to find. we have not had any issues with stain or odor. I think they will be perfect for your daughter.

How wide is the tip? I'm looking for something 2mm or so but not the huge chisel tip.

These are not chisel tip markers. They are probably about 2mm. My mom has macular degeneration and she uses these for her writing. They are easy to read like a pen only these of course are more of a marker type pen.
