Would this be the correct steps: buff, rubbing alcohol, then this product before my clear foundation coat?

Almost, its buff, rubbing alcohol (be sure to remove all traces of buffing dust, especially around the cuticles.) and then primer. I like to use two coats of primer allow first layer to dry before applying the second. Oh yes, apply in thin coats.
