will it fit a 2007 yamaha raptor 700r?

It will fit but you have to modify your air box. I did not want to modify my air box so I never installed it.

Will i have to tune my 2020 Raptor if i install this filter?

Yes. Get a Big Gun fuel programmer. It takes 10 mins to install and makes the bike run cooler and make more power.

Does it come with the sleeve thingy that goes over the filter?

No you don’t need it with this filter , I installed it on my raptor 700r 2019 and I love it
