What is the lowest height?

At its lowest setting the top of the footrest is definitely more than 1" off the ground (unless I'm adjusting it wrong). The footrest consists of two parts - the legs and the platform. At their lowest setting, the legs might only be 1" high, but you still have to factor in the height of the platform (which is like 1") to get the overall height.

Can you lock the foot rest in place? Or does it move everytime you move your feet?

You can lock the height of it, but I am not sure that you can lock it from swiveling forward and backward as your feet move.

I would use this at home instead of at work - is it comfortable if you just have socks on, or do you have to have shoes?

It is very comfortable I seldom had shoes on while using it.

The lowest is 1 inch and the highest is 6 inches. I think the middle setting is about three inches.
