The package provide a hanger, we installed a 4 x 4 plywood to the wall first, then installed the dartboard to a stud.

Does the board come with mounting hardware?

Yes, it does. My husband added a couple of extra screws but it does come with it to my recollection.

Garage use dartboard?

It's a really nice dartboard. I can't see that using it in a garage would pose any problems. It's very sturdy and isn't going to absorb any moisture unless you are in a super humid environment.

Is it a two sided board?

No it is not 2 Sided. Not sure that would make since because the mounting elements are on the backside of the Dart Board.
