I have a metal lathe. Used it to turn a round piece that fit the mount and head.Sold it later, so I'm weak on details.

Q: Can this be mounted on a 4x4 inch pier

I think it can, the base is about 4 inches in diameter. There are some pictures of the base on cloudy nights, do a search there to see some of the pics if you need to know what the base looks like.
