How does the attach to the rear part of the center console?

There is a strap that goes inside the center counsel. The one problem I had it wasn’t long enough for my car.

How do I use the clips to hold a linef in?

They work best with regular plastic grocery bags. You can loop the handles through the clips

Do you need to put a plastic bag inside?

It has a wipeable surface inside, but I prefer to put a bag in to save time cleansing later. they have bags that are meant for these containers but I've just used regular cheap bags form Dollar Tree as well.

Are there mounting clips on the back?

I wouldn't call them mounting clips. Your Mini trash can has an adjustable strap which snaps into a small buckle in the back side of the trash can. The strap adjustes longer or shorter.
