Have they fixed the diamond coating chipping off problem?

I haven’t noticed any chipping on mine. Bought it around 8 months ago and very been pretty rough on it.

Is this the same as a steel, like the kind that comes with kitchen knife sets?

No, this has a slight grit to it, you can feel it working . I use it for kitchen knives and my pocket knives. I really like this tool.

How do you keep the correct blade angle when sharpening? 18 to 22 °

Well if your blade is wide enough, with a flat blade face, you could get one of those magnetic angle finder and stick it on the knife when using this sharpener. You also would wanna lay the rod horizontally on a leveled surface to drastically reduce any unwanted movement while being used.

Will this work for sharpening a karambit knife?

You could for a quick sharpen. I use it for my utility knife blade. But for main sharpening I would use a wetstone.
