Are the colors waterproof?

India ink has historically been made with carbon and contains varnish or shellac, which gives it permanency and makes it waterproof once it is dry.

Would this pen be safe to use on Cotton paper, without much risk of bleeding?

that is a good question! I have not tried it on any nice paper, but consider this; it is watery. you might try just plain water and a magnifying glass to check how much bleeding there is if you cannot bear to just go for it. The tip is so very fine, I cannot imagine it would be terrible. Just the same as a regular fountain pen most likely. On all the types of paper I have used it, the lines remained clean. I would hesitate to say no simply because I have no idea how precious that paper might be to you.

Where can I buy 24 different colors

Find a good craft store if you wanted to buy it in person. I've bought different colored inks from my local craft store and they have no problem usually ordering what you want and it supports small businesses.
