Is it possible to remove the bottom grill above the tray permanently without a chance of the birds escaping through the gap?

If the bottom grill is removed there is enough of a gap that small birds can escape. I put a layer of newspapers on the wire and change them weekly. Seeds still fall through onto the pan.
