Do you need a specific charger for these or will any battery charger work?

i used my old charger ,that use for other rechargeable batteries . no problem

Are these batteries compatible with other brands of chargers?

i have charged, these with other charger ,they get charged fine no problem

These do not' hold a charge like advertised. I fully charged and stored them properly and after 13 months they lost 80% of their charge. Why?

NiCd's do have one bad characteristic, they are electrically "leaky". Not that they leak actual "stuff", but they do lose charge over time due to self-discharge. Most manufacturers quote their cells' self discharge rate to be 30% of the remaining charge per month. this link should give you an idea how long to charge, your charger should have the mA output of the charger and the battery says 2800 mAH battery capacity, then hit the calculate and the charge time will appear in the third box.

Can you use these batteries in solar lights?

If they take standard AA batteries, then yes.
