A Certain Scientific Railgun Vol. 16

This volume gives some much needed background on the villains and their motivations. The first half of the book is relatively calm with flashbacks and plotting before picking up the pace in the second half with the climatic battle between Misaka and Kimi.Not quite as comedic as some other volumes. However, I particularly enjoyed seeing one of the characters say, "That's a bingo." I'm unsure if the reference was intentional on the part of the translator, but it was greatly appreciated nonetheless.
