Quality seems good, but hole is 5mm
Didn't actually get to use these, as I was looking for a 12mm outer diameter with a 9mm inner diameter hole. The 12mm part is accurate. The very outer edge has an outer diameter of 9mm. However, the hole is 5mm, which would fit a quick release skewer through it. Overall quality seems good, if it fits your need.

It doesn’t work on my wheel set
This item is well made but for the wheel that I have (Gaint PX2) it will not work. The bearings on my wheel set to anterior and don’t set on the shoulders of the adapter allowing wheel to settle and the end caps to wear into the hub housing.
