can I use this for baskets?

They are too small in my opinion (8.5x11)

They are a nice thickness for paper flowers. Not too light, not too heavy. The colors are beautiful!

Is this - 100 sheets * 36 colors? So every color has 100 sheets

No there are 360 sheets total. 36 colors, 10 sheets of each color.

Is this tissue paper acid free?

It’s like regular tissue paper just smaller pieced
